Innovative talents are crucial to the high-quality development of the textile industry. Li Chengxia, a deputy to the National People's Congress and chairman of the trade union of Changzhou Lao SAN Group Co., LTD., said that the textile industry is the pillar industry of national economic and social development. At present, the number of people employed in the textile industry in China has exceeded 20 million, but the structural gap of professionals at all levels of the textile industry is large, and the comprehensive competitiveness of industry talents is not strong. The effect of talent innovation driving development is not significant.

In order to fully stimulate the innovation vitality of the textile industry, improve the quality of employment training for talents in the textile industry, and further promote the development of talents in the textile industry into the national strategic system of talent power, Li Chengxia put forward the following suggestions:

First, to further support the construction of the textile industry talent innovation demonstration service platform. Li Chengxia proposed to increase the support and investment in the construction of talent innovation demonstration platform at the national textile industry level, further coordinate the innovation, creativity and entrepreneurial resources of the textile industry, and support and encourage the innovation achievements of the textile industry with a certain professional height to be incorporated into the national innovation service platform system such as "Maker China". To carry out talent demonstration organization work in the form of talent case collection, exchange and dialogue in the national textile industry, focusing on the integration and application of various new concepts, new knowledge and new technologies in the textile industry, to discover and promote textile innovative technical talents, creative fashion talents, and entrepreneurial practice talents with the characteristics of the new era.

The second is to organize textile enterprises and colleges to participate in national employment training, vocational skills improvement and other talent support projects. Li Chengxia suggested that with the national textile industry social organizations as the focal point, organize and convene textile industry enterprises, colleges and other institutions to participate in a series of talent employment and training service platforms at the national level such as "vocational skills improvement", "talent employment training" and "employment promotion activities", and fully integrate the professional commonality of textile industry talents. As well as the advantages of connecting the industrial chain in the evaluation of skilled talents and the employment training of talents, it will strengthen the support for the work of textile professionals.

The third is to adjust the differences in local policies of the skilled personnel work system, and strengthen the bond and bridge role of social organizations in the national textile industry. Li Chengxia suggested that the implementation rules for the evaluation of the vocational skill level (vocational ability level) of skilled talents should be improved, and the professional advantages and bonding role of textile industry organizations should be played. First, implement the policy of equal treatment of industry talent evaluation agencies in all provinces (regions and municipalities), and promote the orderly development of talent evaluation work in national industry units in provinces (regions and municipalities); Second, after the withdrawal of the "occupation catalogue list" mechanism, the policy difference between the evaluation of vocational skill level and the evaluation of vocational ability level should be improved to further safeguard occupational equity.
